well no there no way he coul dhave known when a pump would have gone bad sorry its up to you to fix it and are you sure its not the fuel filter

he might sell you the parts at cost just charge labor

No. Not unless you got a limited warranty which covers the fuel pump. If you bought it as-is, the repair is your responsibility.
